This hero is female and her name is Lanaya the Templar Assassin. This is a very short-ranged agility hero, like Magnus who is able to make huge bursts of physical damage to the enemies. If you have expert positioning and timing, her abilities can bring a lot to the table. Lanaya releases her damage potential quite early and then scales up from that point with carrying items, letting her gank with impunity throughout the mid-game, and her attack range increases from melee to a ranged hero level.
